Departmental Analyst Trainee 9In a training capacity, the Overpayment Establishment Analyst (OEA) serves as the overpayment policy analyst for researching overpayment claim referrals to determine if a claim exists and in what amount, etc.
Assignment and prioritization of this work will be received from the Unit Lead Worker.
This position handles all necessary actions to recover public assistance benefits and monies provided to ineligible Michigan Department of Health and Human Services (MDHHS) clients.
These overpayments may originate from the Family Independence Program (FIP), Food Assistance Program (FAP), Child Development and Care (CDC), State Disability Assistance (SDA), State Emergency Relief (SER), or Medicaid program.
Upon receipt of referrals of potential overpayments, the OEA must analyze the potential overpayment case.
Also analyzed is the cause or type of overpayment, whether agency error, client error, or apparent intentional program violation.
The OEA communicates between the local office associated with the claim, the Office of Inspector General (OIG), Reconciliation and Dispute Unit, Office of Administrative Hearings, local and central office accounting staff, and central administration.
Each of these entities has different rules and regulations that the OEA must analyze, interpret, and apply to processes.
The OEA conducts prehearing conferences and represents the Department in overpayment administrative law hearings, and for fraud cases they will attend and testify at preliminary district court hearings, district court proceedings and circuit court hearings for OIG agents.
The OEA provides training to assist local office staff in understanding their roles in the overpayment recovery process and updates local office staff on policy changes that affect benefit recovery.
The OEA works closely with the Unit Lead Worker when direction and guidance is needed for highly complex work.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
