Brief Description of Services
to be provided: Services required for this project: BACKGROUND: Develop and
deploy the State Tuition Assistance Program (STA) that allows Army National
Guard and Air National Guard to access and submit the required documentation to
the appropriate agencies and personnel for tution assistance. The web site is
expected to support service member user accounts, automated workflow, approval
and denial of an application, submission of transcript's and provide
statistical reporting capabilities.It is proposed that the electronic
inspection solution also comes with a public mobile application. The main
objectives are: PROJECT OBJECTIVE: The intent of this project is provide a Web
Application to allow Michigan by Army National Guard and Air National Guard
Service Members to connect to DMVA State Tuition Assistance Program where they
will be able to create an account to access and submit the required
documentation for tuition assistance. For the DMVA users they will be able
approve or deny an application, approve a reimbursement check using automated
workflow, and provide statistical reporting capabilities. SCOPE OF WORK: DTMB
will be required to work with DMVA to facilitate the project through Discovery,
Design, Development and Deployment phases of the project. TASKS: Technical
support is required to assist with the following tasks: o DTMB will provide
Discovery and Definitions process and document results and gain DMVA Approval.
o DTMB will provide a Design and Architecture of the application and gain DMVA
Approval. o DTMB will assist in hosting a new DMVA Virtual Server with
Microsoft SQL Server as the database backend and utilize current standards for
the Microsoft Sever OS and IIS. o Develop the Application utilizing industry
standards and Best Practices. o Deploy the Application to the new DMVA Virtual
Server. DELIVERABLES: Deliverables will not be considered complete until the
Agency Project Manager has formally accepted them. Deliverables for this
project include: o Provide a Web Application to: 1. Establishing a new VM
server to host the new DMVA State Tuition Website. 2. Create a new MS SQL
Server database and table structure to store the data. 3. Use MICAM (Single
Sign On) for creating and managing accounts to the DMVA State Tuition Website.
4. Provide National Guard Members a way to enter the application and submit the
necessary paperwork. 5. Create a dynamic work process flow that can be managed
by DMVA for application and reimbursement approval and deny processes. 6.
Provide statistical reporting capabilities. ACCEPTANCE CRITERIA: o Acceptance
of each deliverable will be based on signed approval of both the DMVA and DTMB
Project Managers. PROJECT CONTROL AND REPORTS: A bi-weekly progress report must
be submitted to the Agency and DTMB Project Managers throughout the life of
this project. This report may be submitted with the billing invoice. Each
bi-weekly progress report must contain the following: o Hours: Indicate the
number of hours expended during the past two weeks, and the cumulative total to
date for the project. Also state whether the remaining hours are sufficient to
complete the project. o Accomplishments: Indicate what was worked on and what
was completed during the current reporting period. o Funds: Indicate the amount
of funds expended during the current reporting period, and the cumulative total
to date for the project. SPECIFIC DEPARTMENT STANDARDS: Candidate must possess
five years of in-depth knowledge and experience developing and working with Web
and Mobile Web Application Experience. Candidate must have a Bachelor's Degree
in Computer Science, Information Systems or other related field Information
Technology (IT) field. A Master's Degree in Computer Science, Information
Systems or other related Information Technology (IT) field is preferred, but
not required

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
